Dear Frank Adams,

I may not be attending the Forum, but I’d like to put it out there that I am a proud gun owner and very active and interested in both second amendment and other issues concerning citizen’s liberty. As you may know, Our great state is ranked as one of the most free, concerning our firearms policy, and the instances of our people using their privately owned arms for defense and protection, as well as for deterrent purposes.

These are maps denoted by issue (http://opencarry.org/maps.html), As you can see, Nevada has some of the most reasonable legislation, however there are key points that are unnecessarily restricted. Such as: College carry, it is prohibited by legislation. This is very concerning, because this means our college students of legal age and who even hold carry permits are unable to protect themselves at school, which are frequently targeted by mass murderers. We trust these students to responsibly carry a firearm for defense all through their daily lives, in crowded stores, malls, etc, but we do not trust them where they may need their weapons most, to protect themselves and their classmates from those like Cho sung, The Virginia Tech murderer.

Airport carry. Concealed carry should be allowed in the unsecured zones in our airports. There are many people traveling through airports who are not familiar with our laws, and open carry (which, since it’s not prohibited, is assumed to be legal) could cause them to become intimidated, possibly telling law enforcement that there is a terrorist with a gun. Not desirable for general airport day-to-day operations. Concealed carry also makes sense here, because, in the event of an emergency, (read, violent terrorist activity) Those open carrying may become targets first, compromising their usefulness in combating the threat, because of losing a critical tactic, the element surprise. Obviously, if those intent to harm cannot identify threats, they can be more easily handled.

Lastly, due of the policy of open carry in Nevada’s phenomenal success and popularity, we should enact a free concealed carry policy, akin to Vermont’s, and modeled on our legal open carry methods. Our citizens have been quite capable of responsibly practicing open carry. This lends hope that we could (and should) also allow these same law-abiding gun owners to protect themselves without jumping through the hoops to obtain a license. There is no need for our government to issue permits to allow its citizens to practice a RIGHT, granted by God and protected in both our nation’s second amendment and section 11 of the Nevada State constitution, quoted below.

“Sec. 11. Right to keep and bear arms; civil power supreme.

1. Every citizen has the right to keep and bear arms for security and defense, for lawful hunting and recreational use and for other lawful purposes.

2. The military shall be subordinate to the civil power; No standing army shall be maintained by this State in time of peace, and in time of War, no appropriation for a standing army shall be for a longer time than two years.”

Thank you for your time, and please carefully consider these points in the upcoming forum. Liberty sometimes requires a risk, But, in the long run, it will always be the best thing for the people. Outlaw the misuse of weapons, not the legal carry or possession of them.
